According to "People's Republic of China Telecommunication Rule", the Information Industrial Department formulated "Telecommunication equipment To enter Net Policing method", had stipulated explicitly “national implement type approve system for telecom terminal device、radio communication equipment and relate to internet devices which enter to public telecom net ”.

The telecommunication device which implement National approve system must get MII, otherwise, it is prohibit to connect public telecommunication met use and sale in China.

National approve system should be along to government administration approve system, this certification is signed directly by Bureau of Telecommunication of Information Industry Ministry.

During the applicant process, telecommunication device certification center responsible for applicant accept、documents review as well as making and grant for reports and marks. Examination institutions are in charge of related products test.

Application process

一、Preparing works

1、Register to be member on www.tenaa.com.cn。
 Enter into www.tenaa.com.cn fill in member registration form and letter of commitment as well as print After successful registration, prepare the following documents and sent to Information Industry Ministry telecommunication device certification center for review.

  1、Member registration form. (artificial person signature and stamp)
  2、Member letter of commitment. (artificial person signature and stamp)
  3、A copy of Business license, need stamp。
  4、The company introduce and corporation cachet （reference template of “introduce of mobile phone manufacturer enterprises）
  5、The products which has get China Type Approve, attach copy of certificate（If has）
  6、The enterprise which has pass ISO should provide copy of certificate, and stamp Mailing Address: 100088 Telecommunication equipment certification center ,   Information Industry Ministry, No.28 Xinwai Da street, Beijing (Member register)

Note：Only when the enterprise meet the following requirements, application can be accept: registered capital more than RMB 20 million，business scope should has“Mobile  phone manufacture, R&D and sale”，as well as ISO9000 certificate,certification range include mobile phone manufacture.

2、Apply IMEI

3、Print back label: the content of the label include brand、model、equipment name、IMEI and bar code、CMII ID （ID number can be blank）S/N number，applicant and manufacturer。

4、After be member，Log in www.tenaa.com.cn ,import username and password, fill in mobile phone inspection form, and then print as well as stamp。

5、Prepare for twenty-one samples，label back mark on the suitable location (decide by the manufacturer), The IMEI and S/N number for these samples is not consecutive number, it is better to chose 21 numbers from 50 numbers .

6、Prepare for 2-3 RF lines, if the RF interface of mobile phone can not insert into RF line, the hole is need, five machines which need send to SRRC should hole and the others in lab.

7、Write the number to the machine according to IMEI number on the back label, press *#06# can check IMEI number and consistent with back label.

8、Prepare for a intact package box and complete label.

9、Authorization。The enterprise should designate one special person to responsible for related matters and fill in authorization letter.

二、Send sample
1、Service center prepare 12 sets of sample. These 12 machines distribute by center, and six distribute to TTC or WLLC,six for TMC. So twelve machines should keep consistent with capability and appearance.

  w) Circuit digram，Map，board plot，Bom（（Model、Description、Use location、 number of single board、manufacturer）
  x) Charger CCC certification
  y) Charger BOM（Model、Description、Use location、number of single board、manufacturer）
  z) Charger board plot
  aa) Safety key components list
  bb) List of Key components which influence for ECM
  cc) Two specifications
  dd) Assembly plot
  ee) Charger TCL products certification and attachment
  ff) Two user manuals
  gg) Device examination confirm letter
  hh) Confirm form of sample technology declare

2、SRRC prepare six samples, one of sample need test radiated spurious mission.

  k) Applicant letter  signature, stamp，SRRC first review for province-class
  l) Instruction manual（two ）
  m) Specification
  n) Exterior photo（Front and back view，four sides view，label，marking length, width, high dimension）
  o) Interior photo(main board front and back view）
  p) Copy of ISO9000 certification
  q) Copy of Business license
  r) Enterprise introduce
  s) Circuit Diagram
  t) Declaration of RF line attenuation value

3、MTNET prepare two set of samples

Document preparation：
  c) Device examination confirm letter
  d) User manual

4、Special prepare one set of mobile phone to do CCC test
 
Each lab will finish report in eight working days. If the testing need modulate, CTTL、WLLC和TMC testing will arrange TMC to finish within five days and SRRC can modulate at any moment.

三、After finish the reports, bring the following documents and three testing reports of CTTL、WLLC/TMC/MTNET to center for review，10-15working days later can get certification if the documents qualified .

All documents above need enterprise and certification stamp. Stamp on the copy of ISO9000 certification and type approve certification.
